以高质量转化为导向的应用研究项目遴选评价框架研究

Research on the Evaluation Framework for the Selection of Applied Research Projects for the Purpose of High-Quality Transformation

[目的/意义]本文旨在从创新链前端优化项目遴选质量,促进科技成果转化效率,提高科技研发对经济和社会高质量发展的贡献。[方法/过程]本研究通过对应用研究项目特点的梳理,归纳应用研究项目遴选的3个维度,基于我国战略需求以及价值理论分析了应用研究项目需求价值的表现形式,构建了以高质量转化为导向的应用研究项目遴选评价框架。[结果/结论]本研究从新颖性、可转化性和可行性3个维度,分层归纳应用研究项目遴选的12个一级指标,突出经济、社会、政治、生态和文化层面的价值效益,引导应用研究项目围绕多层面价值需求进行选题和评价。

[Purpose/significance]This paper aims to optimize the quality of project selection from the front end of the innovation chain,promote the efficiency of scientific and technological achievements transformation,and improve the contribution of scientific and technological research and development to high-quality economic and social development.[Method/process]This study summarized three dimensions of application research project selection through sorting out the characteristics of application research projects.Based on China’s strategic needs and value theory,this paper analyzes the manifestation of the demand value of applied research projects,and constructs a high-quality transformation oriented selection and evaluation framework for applied research projects.[Result/conclusion]This study summarized 12 first level indicators selected for application research projects from three dimensions of novelty,convertibility and feasibility.The value benefits of economy,people’s livelihood,politics,ecology and culture are highlighted.This will help to take multi-level value needs as the basis for selecting and evaluating applied research projects.
