中国共产党党内监督的发展历程、内在逻辑与未来展望

The Development Course, Internal Logic and Future Prospect of the Intra-Party Oversight of the CPC

党内监督是中国共产党实现自我革命,保持党的生命力、战斗力的重要途径,是党的建设重要基础性工程。建党百年来,中国共产党的党内监督历经起步探索、曲折发展、恢复完善、全面深化拓展四个历史阶段,形成了区别于其他监督方式的内在逻辑:以马克思主义权力监督思想为科学指引,以坚持人民至上为价值旨归,以坚持两点论与重点论的辩证统一为策略方法。要实现新时代党内监督高水平发展,应优化党内权力结构、充分发扬党内民主、持续强化制度执行、大力培育监督文化,推动形成严密完整、科学规范、运行有效的党内监督体系。

As a major basic project of Party building, intra-Party oversight is an important way for the CPC to achieve its self-reform and maintain its capacity of vitality and combat. Over the past one hundred years since the founding of the CPC, intra-Party oversight has gone through four historical stages of initial exploration, tortuous development, restoration and improvement, and comprehensive deepening and expansion and formed an internal logic different from the other forms of supervision: taking the Marxist thought of power oversight as scientific guidance, adhering to the highest value of putting people first, and holding fast to the dialectical unity of the two-aspect theory and the key-point theory as the strategic method. To realize high-level development of intra-Party oversight in the new era, we should optimize the inner-party power structure, fully promote inner-party democracy,continuously strengthen institutional implementation, vigorously cultivate the oversight culture, and promote the formation of a strict, complete, scientific, standardized, and effective intra-Party oversight system.
