超越地方经营主义:新时代中国城市办赛的区域转向

Beyond local entrepreneurialism: The regional turn of Chinese cities’ hosting mega-sport events in the New Era

为了反映当前中国城市办赛逻辑转向的发生趋势,在梳理传统城市办赛解释框架的基础上对北京冬奥会办赛实践进行分析,指出了既有理论与当前实践脱节的问题。研究发现:中国城市作为“国家城市”已能超越地方经营主义,从“为城市增长而办赛”转向“为区域发展而办赛”,办赛也因此被激发出推动区域空间、产业、行政协同发展的内向型新功能,成为促进国家区域协同发展战略实施的有效工具,主导这一转变的是近年来国家对城市治理逻辑及城市发展方向的重构。

In order to reflect the regional turn of Chinese cities’ hosting mega-sport events, the article first reviews the traditional explanatory framework for this topic, based on which it analyses the practice of Beijing Winter Olympic Games so as to identify the gaps between the established theory and the current practice. The article finds that the Chinese cities, as “national cities”, are able to act beyond the local entrepreneurialism and their attempts of hosting mega-sport events have been shifted from “hosting for urban growth” to “hosting for regional development”. As a result, some new inward-looking functions such as to promote regional spatial, industrial and administrative coordination are developed as hosting mega-sport event, making which an effective tool for the implementation of national cooridnated development strategies. Such transition is driven by the national reconstruction of the logic of urban governance and the direction of urban development in recent years.
