风险常态化背景下现代化都市圈韧性网络构建路径研究

Research on the construction path of the resilience network in modern metropolitan areas under the normalization of risk

在风险常态化背景下,现代化都市圈建设成为防范化解区域危机和推进空间高质量发展的重要支撑。以都市圈发展与风险演进历程之间的关系为切入点,系统梳理、分析了都市圈发展阶段与区域韧性挑战之间的演进逻辑,提出构建韧性网络以保障都市圈安全与稳定、促进现代化都市圈建设的建议。在此基础上,重点从区域性和多领域性两个层面构建现代化都市圈韧性网络的理论体系,并基于设施、产业、空间等多领域视角,分析了构建现代化都市圈韧性网络的具体路径。

In the context of risk normalization, the construction of modern metropolitan areas is an important way to improve the ability of resolving regional crisis and promote the special high-quality development. This paper started from the relationship between the development of metropolitan area and evolution of risk, and systematically sorted out the evolutionary logic between the development stages of metropolitan areas and the challenges of regional resilience. Therefore, we proposed to build the resilience network to ensure the safety and stability of the metropolitan areas and promote the construction of the modern metropolitan areas. On this basis, a theoretical system has been constructed from two levels: regional and multi-domain. Finally, from the multi-field perspective of facilities, industries, and space, a specific path for the construction of the resilience network of modern metropolitan areas is proposed.
