国土空间规划视角下城镇开发边界划定问题探析

自引入城镇开发边界概念以来,规划界围绕开发边界展开了一系列工作实践,目前仍处于探索阶段。在当前国土空间规划转型进程中,为更好地引导城镇开发边界划定,通过回溯城镇开发边界的概念缘起以及相关理论,在价值层面探究城镇开发边界的本质,并以此为视角,解读当前《市级国土空间规划编制指南(试行)》中城镇开发边界的具体划定原则和划定流程,提出城镇开发边界的划定应具有双重内涵——基于区域生态建设和城乡统筹发展原则,体现“终极蓝图式”思想的理想型城镇开发边界,以及基于城市发展现状,体现“分期引导”和“结构控制”的现实型城镇开发边界,以期为新时期国土空间规划转型背景下城镇开发边界的划定建言献策。

Since the introduction of the concept of urban development boundary, the planning community has carried out a series of work practices on the development boundary, but as of now, it is still in the exploratory stage. In the current transition process of territorial space planning, in order to better guide the delineation of urban development boundaries, this paper explores the essence of urban development boundaries at the value level by tracing back the conceptual origin of urban development boundaries and related domestic theories, and from this perspective, This paper interprets the specific delineation principles and delineation procedures of urban development boundaries in the current “Guidelines for Compilation of Municipal Territorial Spatial Planning(Trial)”, and finally proposes that the delimitation of urban development boundaries should have dual connotations—based on regional ecological construction and urban-rural coordinated development principle, the ideal urban development boundary that reflects the idea of “ultimate blueprint”, and the realistic urban development boundary that reflects the “phased guidance” and “structural control” based on the current situation of urban development, in order to provide a foundation for urban development under the background of the transformation of national land and space planning in the new era.
