摘要
农村职业教育的发展与治理既是一种“自系统”的本体性存在,也是一种跨界“他系统”的关系性存在,更是一种共生“超系统”的融合性存在,必须在跨界中协同,在跨界协同中融合治理,在融合治理中走向共生发展。融合治理是新时代全球化的历史发展新格局,教育融合治理是教育现代化的题中要义,职业教育融合治理是教育治理体系与治理能力现代化的必然逻辑,彰显出职业教育社会治理的国家战略。农村职业教育融合治理站位“超系统”境域,遵循“五大行动”逻辑:一是追求“工具理性”与“价值理性”高度统一;二是协同“五位一体”治理体系;三是共生“上位—同位—本位”逻辑框架;四是创设“三大能力”与“三大体系”融合结构;五是建立“五元联动”协同机制和社会支持系统。农村职业教育融合治理既要彰显“现代性”,更要留住“乡土味”,期望为农村职业教育改革与发展提供一种技术路线,更期望为更好地引领乡村振兴发挥关键杠杆的作用。
The development and governance of rural vocational education is not only an ontological “self-system” but also a relational cross-border “other system”, and even a fusion symbiotic “super-system”. It must achieve synergy in cross-border collaboration, complete integrated governance in cross-border collaboration, and move toward symbiotic development in integrated governance.Integrated governance is a new pattern of the historical development of globalization in the new era. Education integration governance is the essence of education modernization. Integration governance of vocational education is the inevitable logic of the education governance system and governance capability modernization. It demonstrates the national strategy for social governance of vocational education. The integrated governance of rural vocational education is based on the “super-system” realm and follows the logic of “five actions”. The first is to pursue a high degree of unity of “instrumental rationality” and “value rationality”, the second is to coordinate the “five-in-one” governance system, the third is the symbiotic logic framework of “superior-parity-standard”. The fourth is to establish the fusion structure of “three major capabilities” and the “three major systems”;and the fifth is to establish a “five-element linkage” coordination mechanism and social support system. The integrated governance of rural vocational education must not only demonstrate the “modernity”, but also retain the “local flavor”. It is expected to provide a technical route for the reform and development of rural vocational education, which is expected to play a key lever role in leading the rural revitalization.
