村集体经济组织参与土地流转的交易费用降低机制研究——以陕南4个烟区产业综合体为例

Research on Transaction Cost Reduction Mechanism of Village Collective Cooperation Participating in Land Transfer:Taking the Industrial Complexes of Four Tobacco Areas in Southern Shaanxi as an Example

研究目的:从社会资本视角探讨村集体经济组织参与土地流转的交易费用降低机制,为实现低成本土地流转提供可资借鉴的经验参考。研究方法:多案例分析方法。研究结果:(1)村集体经济组织参与土地流转能够利用社会资本降低不同阶段的土地流转交易费用。(2)村集体经济组织利用社会关系网络能够减少土地流转前期的组织动员与信息搜集费用、利用互惠交换可以降低土地流转中期的土地集中和合同签订费用、利用社会规范可以节约土地流转后期的合同履约及监督费用。研究结论:推广村集体经济组织参与土地流转的经验模式,可以降低新型农业经营主体如农业公司、农民合作社和家庭农场等的土地流转交易成本,加快乡村振兴和农业现代化进程。

The purpose of this paper is to explore the transaction cost reduction mechanism of village collective cooperation participating in land transfer from the perspective of social capital,to provide the reference for low-cost land transfer.The research method is multiple case analysis.The results show that:1)the participation of village collective cooperation in land transfer can use social capital to reduce the transaction costs of land transfer in different stages.2)Village collective cooperation can reduce the cost of organization mobilization and information collection in the early stage of land transfer by using social relationship network,reduce the cost of land concentration and contracting in the middle stage of land transfer by using mutually beneficial exchange resources,and save the cost of contract performance and supervision in the later stage of land transfer by using social norms.In conclusion,promoting the land transfer mode featuring the participation of village collective cooperation can reduce the transaction costs of new agricultural business entities such as agricultural companies,farmers’cooperatives and family farms,and accelerate the process of rural revitalization and agricultural modernization.
