摘要
公共教育是一个国家和地区经济与社会发展的基石。智利政府2017年颁布的新公共教育法揭开了其新公共教育改革的序幕,这是智利教育改革史上的历史性突破。自此之后,智利先后在2018年、2020年和2021年出台了三部教育改革法令,旨在通过新公共教育改革建立一个由国家统一管理的公共教育体系。智利新公共教育改革的核心要义是在政府主导和统筹规划下,为公共教育改革提供政策支持和财政保障,并通过教育改革解决社会诸多冲突矛盾,努力营造和谐稳定的社会环境。智利政府主要通过设立相关教育机构、颁布配套措施、制定公共教育战略、明确教育人员职责和允许教育机构自主决策等方式,全方位、多层次地完善其公共教育体系,进而不断激发公共教育体制的创新性,确保公共教育改革的连续性,凸显公共教育发展的指向性,增强公共教育管理的规范性。智利新公共教育改革在价值取向上彰显出追求公平、提高质量、全面服务和协同合作等核心理念。
The new Public Education Law promulgated by the Chilean government in 2017 has opened the prelude of its new public education reform,which is a historic breakthrough in the history of Chilean education reform.Since then,Chile has issued three education reform acts in 2018,2020 and 2021.The new public education reform aims to establish a public education system under the unified management of the state.The core of Chile’s new public education reform is to provide policy support and financial guarantee for the new public education reform under the guidance and overall planning of the state,and to solve many social conflicts and contradictions through education reform to create a harmonious and stable social environment.Chile’s government is committed to set up relevant education agencies,promulgate supporting measures,set up public education strategy,clarifying education personnel responsibilities and allowing autonomous decision-making by education institutions,from the all-round,multi-level to improve its public education system,and constantly inspiring innovative public education system,to ensure the continuity of public education reform,highlight the directivity of public education development,and strengthen the standardization of public education management.The value orientation of Chile’s new public education reform reflects the core concepts of pursuing equity,improving quality,comprehensive service and collaboration.
