“增权赋能”视角下空巢老人社会参与保障体系研究

Research on Social Participation Security System for the Empty-nest Elderly from the Perspective of Empowerment

社会参与是空巢老人实现“积极老龄化”的重要途径。鼓励空巢老人走出家门,融入社会发展,个人层面上,有助于缓解“空巢综合症”带来的负面影响,以乐观心态迎接晚年生活;国家层面上,有助于挖掘空巢老人的生产性潜力,缓解养老金、医疗和社会照料支出的压力。目前我国空巢老人社会参与机制不健全,造成老年人才资源的极大浪费。围绕“积极老龄化”三大支柱,构建涵盖健康福利、养老金保障、就业及再就业权益、终身学习和技能再开发、生活环境支持的社会参与保障体系,对于空巢老人实现“积极老龄化”具有非常重要的意义。

Social participation is an important way for the empty-nest elderly to achieve "active aging". It is of great necessity to encourage empty-nest elders to go out of their homes and integrate into social development. At the individual level, it will help the elders alleviate the negative impact of "empty nest syndrome" and welcome the later life with an optimistic attitude. At the national level, it will help ease the overall pressure on pension, health and social care spending. Currently, the social participation mechanism of the empty-nest elderly in China is not perfect, resulting in a great waste of talent resources for the elderly. Focusing on the three pillars of "active aging", a social participation security system, which covers health benefits, pension protection, employment and re-employment rights, lifelong learning and skill redevelopment, and living environment support, is suggested to be built so as to achieve "active aging" for the empty-nest elderly.
