数字农业高质量发展的国际经验及其启示

International Experience of High Quality Development of Digital Agriculture and Its Enlightenment

数字农业不仅是传统农业转型升级的“助推器”,而且是打造新农业、培养新农人、建设新乡村的发力点,其凸显数据效应和技术效应。中国数字农业的高质量发展存在数字农业自主技术薄弱、数字农业体系发展滞后、数据互联互通机制缺乏、数字农业要素投入不足、农产品服务化有待加强等问题。发达国家数字农业高质量发展的经验可归纳为:全方位体系化、设施化、信息化的运维管理;凸显高技术、强创新、高标准的互动机制;“层→重→化”正反馈的多元协同逻辑;“四重维度”推进的多层次、复合化保障体系。中国数字农业高质量发展的完善需要不断强化数字农业关键技术创新、全方位培育与发展数字农业生态、积极推动数字农业的多维运转、着力推进数字农业的多层机制整合。

Digital agriculture is not only the"booster"of traditional agriculture transformation and upgrading,but also the focal point of building new agriculture,cultivating new farmers and building new countryside,which highlights the data effect and echnology effect.The high-quality development of digital agriculture in China has some problems,such as weak autonomous technology of digital agricul-ture,lagging development of digital agriculture system,lack of data interconnection mechanism,insufficient input of factors in digital agriculture,and service of agricultural products to be strengthened.The experience of high-quality development of digital agriculture in developed countries can be summarized as follows:Comprehensive systematization,implementation,information operation and maintenance management;An interactive mechanism that highlights high technology,strong innovation and high standards;Multivariate cooperative logic with positive feedback of"layer→reweighting→transformation";The"four dimensions"of the promotion of multi-level,complex security system.To consummate the high quality development of digital agriculture in our country,we should constantly strengthen the innovation of key techniques of digital agriculture and cultivate and develop digital agricultural ecology.The multi-dimensional operation of digital agriculture is greatly promoted,and the multi-layer integration mechanism of digital agriculture is meticulously promoted.
