移动互联视域下乡村公共文化服务可及性框架与评价——以10个数字乡村试点县为例

Framework and Evaluation of Accessibility of Rural Public Cultural Services in the Context of Mobile Internet:Taking 10 Pilot Counties of Digital Villages as an Example

为更好地对移动互联环境下的乡村居民公共文化服务的可及性进行评价,文章基于10个数字乡村试点县的受众视角,建立了一套移动互联下的乡村公共文化服务可及性评价指标体系,从可达性、可接受性、可获得性、可适应性、可利用性五个维度进行评价。研究发现,移动互联下的乡村公共文化服务可及性在区域间、个体间均存在一定的“数字鸿沟”,但差距不明显,村民可及性水平表现为“由东向西依次递减”。文章建议在推进乡村公共文化数字化、智能化建设过程中,要以实现村民便利可及为出发点与落脚点,同时也要重视不同区域、不同群体间获取公共文化服务的普遍均等,采取发力乡村新基建、优化移动服务供给渠道、发挥大数据智能决策功能、加强农民数字素养培训等措施,避免形成新的“数字鸿沟”。

In order to better evaluate the accessibility of public cultural services for rural residents in the mobile Internet environment,the article establishes a set of indicators for evaluating the accessibility of rural public cultural services in the mobile Internet based on the audience perspective of 10 pilot counties of digital villages,and evaluates five dimensions:accessibility,acceptability,availability,adaptability,and utilization.The study found that there is a certain "digital divide" in the accessibility of rural public culture services under mobile Internet between regions and individuals,but the gap is not obvious,and the accessibility level of villagers is "decreasing from east to west".The article suggests that in the process of promoting the digital and intelligent construction of rural public culture,the starting and ending points should be to realize the convenience and accessibility of villagers,but also to pay attention to the universal equality of access to human cultural services among different regions and groups,and to take measures such as developing new rural infrastructure,optimizing mobile service supply channels,playing the function of intelligent decision-making of big data,and strengthening the training of farmers’ digital literacy to avoid the formation of a new "digital divide".
