The dramatic advances in genomics research in recent decades have raised great expectations for the impact of biomedicine. There has been a growing investment in research based on genetic testing, biomarker screening, and the development of targeted drugs, starting with personalized precision medicine practices. Many scholars at home and abroad have begun to question whether precision medicine is really the way to a healthier world, and the investment and results of precision medicine have been in debate. Therefore, this paper takes the initial vision of the Human Genome Project for Medical and Social Consequences as a starting point to explore its assumptions, promises, limitations and possibilities, with a view to providing a reference for a more reasonable and objective understanding of precision medicine.
