Understanding Dilemma and Solutions of County Senior High School from the Perspective of Higher Education Enrollment Opportunities

在城市化、市场化进程推动下,以效率优先的等级化学校管理制度推波助澜,优质生源、优质师资等教育资源逐步向中心城市聚集,县中发展面临困境,突出表现为县中学生高等教育入学机会数量与质量的降低。这既对县域教育生态、社会治理格局带来影响,也是对高等教育机会获得的显性与隐性排斥。在新时期实现共同富裕远景目标下,保障县中学生高等教育入学机会,具有维护社会稳定与发展的政治与经济价值。政府部门应秉承以人民为中心、共享发展成果的社会正义理念,优化教育治理格局,提升县域高中教育质量,加强高等学校的内涵建设与区域布局,稳步扩大专项计划招生规模,保障县中学生高等教育入学机会数量与质量的均等。

Driven by the process of urbanization and marketization,the hierarchical school management system with efficiency first has contributed to the educational resources,including students and teachers,have gathered in the central city,the gap between the school running conditions,funding and teachers of county high schools has widened,the development of the county is facing difficulties,and revitalizing the county has been included in the government’s policy agenda.The dilemma in the county is mainly manifested in the reduction of the quantity and quality of higher education enrollment opportunities for high school students in the county,which not only has an impact on the county education ecology and social governance pattern,but also has an explicit and implicit exclusion of higher education enrollment opportunities.Under the long-term goal of realizing common prosperity in the new era of China,increasing the enrollment opportunities of county high school students in higher education has the political and economic value of social stability and development.To deal with the dilemma of entering secondary schools in the county,the government and schools should adhere to the concept of social justice of taking the people as the center and sharing the fruits of development,optimize the educational governance pattern,improve the quality of high school in the county,steadily expand the enrollment scale of Special Plans and realize the equality of quantity and quality of higher education enrollment opportunities.
