澳大利亚农业绿色发展体系建设及对中国的启示

Construction of Agricultural Green Development System in Australia and Its Enlightenments to China

当前气候危机加速化、极端化,全球开始逐步制定“双碳”规划和行动方案,实现农业绿色可持续发展将成为全球重要的国家战略。2020年中国将碳达峰与碳中和作为战略目标。农业是重要的温室气体排放源之一,建立绿色农业发展体系是助力农业实现碳达峰、碳中和的重要途径。澳大利亚是世界重要的农业大国,农业可持续发展是其发展农业的基础,澳大利亚政府已建立了包括水资源、土地资源、气候资源等在内的较完善的农业绿色发展体系。在调研澳大利亚资源节约、生态保护、机械化、信息化和农业贸易发展现状的基础上,梳理了澳大利亚在自然资源管理、农业科研发展和认证监督管理方面的政策体系,总结了澳大利亚农业绿色政策的特点。最后,基于澳大利亚农业绿色发展特点,提出了推动中国农业绿色转型与可持续发展建设的建议,以促进中国农业绿色发展体系建设。

As the climate crisis accelerates and becomes more extreme,the world has begun to gradually formulate'dual carbon'plans and action plans,achieving green and sustainable agricultural development will become an important national strategy around the world.China took carbon peaking and carbon neutrality as its strategic goals in 2020.Agriculture is one of the important sources of greenhouse gas emissions,and the establishment of a green agricultural development system is an important way to help agriculture achieve carbon peaking and carbon neutrality.Australia is an important agricultural country in the world,and sustainable agricultural development is the foundation of Australia's agricultural development.The Australian government has established a relatively complete agricultural green development system including water resources,land resources,and climate resources.Based on the investigation of development status of Australia in terms of resource conservation,ecological protection,mechanization,informatization and agricultural trade,the policy system of natural resource management,agricultural research development and certification supervision and management in Australia was summarized,and the characteristics of agricultural green policies in Australia were summarized.Based on the characteristics of agricultural green development in Australia,some suggestions on the green transformation and sustainable development of agriculture in China were put forward,in order to improve the construction of China's agricultural green development system.
