“双碳”背景下陕西省农业绿色低碳发展路径分析

Green and Low Carbon Development Path of Agriculture in Shaanxi Province under the Background of Carbon Peaking and Carbon Neutrality Goals

在“碳达峰、碳中和”重要历史机遇期,陕西省推进农业绿色低碳发展,事关黄河流域生态保护和高质量发展,有利于深化农业供给侧结构性改革,培育绿色低碳新增长点,推动全省农业迈向高质量发展新台阶。近年来,陕西省认真贯彻落实党中央、国务院决策部署,立足区域资源禀赋,聚焦资源利用、产业布局、安全生产、模式创新、产业融合、规划引领、环境整治等重点任务,深入推进农业供给侧结构性改革,以绿色低碳发展引领支撑农业高质量发展和乡村振兴,取得了显著的工作成效,但仍然存在资源约束和环境污染突出、农业碳减排机制不完善、农业投资融资短板和长效管护落实不到位等问题。“十四五”时期是中国农业现代化从“绿色革命”向绿色、高质量发展实质性迈进的起步期,陕西省应强化顶层设计,优化区域布局,抓好绿色高效生产,推动产业融合发展,补齐“三农”政策短板,以绿色低碳引领农业高质量发展。

In the important historical opportunity period of carbon peak and neutrality,Shaanxi province's promotion of green and low-carbon development of agriculture is related to the ecological protection and high-quality development of the Yellow River Basin,which is conducive to deepening the supply-side reform of agriculture,cultivating new green and low-carbon growth points,and promoting the province's agriculture to a new level of high-quality development.In recent years,Shaanxi province has conscientiously implemented the decision-making and deployment of the Party Central Committee and the State Council,based on regional resource endowments,focused on key tasks such as resource utilization,industrial layout,safe production,model innovation,industrial integration,planning and guidance,and environmental improvement,deeply promoted the structural reform of the agricultural supply side,and led the support of high-quality agricultural development and rural revitalization with green and low-carbon development,and achieved remarkable work results,but there are still problems such as resource constraints and environmental pollution,imperfect agricultural carbon reduction mechanisms,weakness of mechanism of agricultural financing investment and long term care.The 14th Five-Year Plan period is the initial period of China's agricultural modernization from the green revolution to the substantive progress of green and high-quality development,Shaanxi province should strengthen the top-level design,optimize the regional layout,make great efforts to green and efficient production,promote integrated development of industries,improve the policies of agriculture,rural areas and farmers,and lead the high-quality development of agriculture with green and low carbon.
