网络传播有害信息犯罪具有扩散速度快、影响范围广、交互作用强、手段隐蔽深等特征,有效查处和从严打击的难度较大,因而需要厘清犯罪原因,明晰治理对策。通过对相关典型案例的实证分析可知,对网络传播有害信息犯罪的治理应聚合多元社会力量,形成政府主导、企业参与、组织协同、个人自律的多方参与、常态联动的机制,并构建起“技治+共治+法治+德治”的立体化打击模式,如此方能实现多主体与多手段的功能整合,实现对网络传播有害信息犯罪的积极规制。
