迈向福利共享型社会:儿童友好社区的建设逻辑与持续生产机制——基于上海的实践经验研究

Towards A Welfare-Sharing Society:The Construction Logic and Sustainable Production Mechanism of Child-Friendly Communities--Based on the Practical Experience Research in Shanghai

儿童友好城市建设是构建福利共享型社会必不可少的组成部分。国际运动的号召和牵引、国内五年规划所形成的政治势能以及社会福利发展和城市建设的客观规律所形成的内在动能共同构成了我国开启儿童友好城市建设的宏观动力。上海的儿童友好城市建设运动发轫于儿童友好社区实践。本文对上海创建儿童友好社区的整体实践展开分析,尝试在本土情境下优化构建“价值-能力-支持”的制度执行动态分析框架,对儿童友好社区何以建成和何以持续这一问题展开研究。研究发现儿童友好社区是价值圈、能力圈和支持圈内聚融合的结果。国家权威性能力和弥漫性能力共同运作、框架联合和框架共鸣以及生态圈和服务链塑造形成的三股力量牵引价值、能力和支持两两形成的三组关系不断向内聚合及互动转化,成为儿童友好社区持续生产的微观动力。

The construction of child-friendly cities is an essential part of building a welfare-sharing society.The call and traction of the international movement,the political potential formed by the domestic five-year plan,and the internal kinetic energy formed by the objective laws of social welfare development and urban construction together constitute the macroscopic driving force for my country to start the construction of child-friendly cities.The child-friendly city construction movement in Shanghai originated from the practice of child-friendly communities.This paper analyzes the overall practice of creating child-friendly communities in Shanghai,tries to optimize the construction of a dynamic analysis framework of"value-capacity-support"system implementation in the local context,and conducts research on how child-friendly communities are built and how to sustain them.The study found that child-friendly communities are the result of the cohesive integration of value circles,competency circles and support circles.The co-operation of national authoritative capabilities and diffuse capabilities,the combination of frameworks and resonance of frameworks,and the shaping of ecosystems and service chains,the three groups of relationships that lead to value,capability and support continue to converge inward and interactively transform into a micro-motivation for sustained production in child-friendly communities.
