基于双层规划模型的燃煤发电机组初始碳排放配额分配方案研究 被引量:3

摘要 发电机组的初始碳排放配额分配结果会影响发电企业的生产积极性。以燃煤发电机组为研究对象,构建双层规划(bi-level programming,BLP)模型。上层BLP模型以机组经济效益最大为目标,将初始碳配额分配量和预留拍卖量作为决策变量;下层BLP模型以控制机组的碳排放强度为目标,将机组的碳排放量作为决策变量。运用Karush-Kuhn-Tucker条件与大M法将双层规划模型转化为单层混合整数线性规划模型,调用Gurobi求解器求解。结果显示:与基于祖父法的分配方案相比,在基于BLP模型的分配方案中技术先进的大容量燃煤发电机组将获得更多的初始碳排放配额;与基于基准线法的分配方案相比,基于BLP模型的分配方案中被用于分配的碳排放配额总量更少。 The initial carbon emission quota allocation results of generating units will affect the production enthusiasm of power generation enterprises.A bi-level programming(BLP)model is constructed for coal-fired generating units.The upper BLP model takes the maximum economic benefit of the unit as the goal,and the initial carbon quota allocation and reserved auction amount are taken as decision variables.The lower BLP model takes the carbon emission intensity of the unit as the goal and the carbon emission of the unit as the decision variable.By using Karush-Kuhn-Tucker condition and large M method,the bi-level programming model is transformed into a single-level mixed integer linear programming model,which is solved by Gurobi solver.The allocation results show that,compared with the allocation scheme based on grandfather method,the large capacity coal-fired generating units with advanced technology in the allocation scheme based on BLP model will obtain more initial carbon emission quotas.Compared with the allocation scheme based on baseline method,the total amount of carbon emission quotas used in the allocation scheme based on BLP model is less.
