Construction of one core and multi-units environmental management new model for chemical enterprises

本文以党建引领为核心,构建以主导单元、主体单元、协同单元、公众单元共同参与环境管理的模式—“共抓大保护”的多元共治模式,突出强调共建共治共享的环保理念,明确主张在环境治理中构建基于多元主体共同参与的新型环境治理模式,以期最大程度发挥主导、主体、协同和公众单元在环境治理中的协同治理效应。

With the leadership of party construction as the core,this paper constructs a multi-element cogovernance model with leading unit,main unit,cooperative unit and public unit participating in environmental management together,stressing the concept of co-construction,co-governance and sharing of environmental protection,and clearly advocating the construction of a new model of environmental governance based on the participation of multiple actors in environmental governance,in order to maximize the dominant,main,collaborative and public units in environmental governance in the synergistic governance effect.
