从“共同治理”到“治理共同体”:基层社会治理实践逻辑转换

From “Common Governance” to “Governance Community”: The Logical Transformation of Grass-roots Social Governance Practice

社会治理共同体是具有中国特色的治理话语创新,也是对社会治理目标的更高追求。社会治理提出以来,基层探索了丰富的“共同治理”实践模式,但是面临严重依赖党政推力、合作共治浅层悬浮、制度认同度低又难执行等新困境。“治理共同体”意指多元治理主体以共同体成员的方式组织起来,以共同体纽带激活内在动力、以共同体关系优化治理结构、以共同体规范完善治理制度。从共同体“纽带—关系—规范”审视治理“动力—结构—制度”,能够更加清晰地审视“共同治理”的问题症结,为破解困境指明方向。当前,基层社会治理亟待从简单“共同治理”走向“治理共同体”,包括在治理动力上从应激响应到日常韧性、从行政末梢到动员起点、从个体性到公共性;在治理结构上,从差异性到互补性、从表面到嵌入、从偏利共生到互利共生;在治理制度上,从行政场景到生活场景、从封闭到开放、从纸面到实效。

The Fourth Plenary Session of the 19th CPC Central Committee proposed to build a social governance community, which is not only an innovation of the discourse system of social governance, but also a reflection on the practical dilemma of social governance. At present,grass-roots social governance has explored a rich practical model of "joint governance", but it is faced with the dilemma of relying heavily on the thrust of the party and government, shallow suspension of cooperative co governance, low degree of institutional recognition and difficult implementation. There are many schools of community thought, but it always pays attention to three dimensions: whether there is a link to maintain the community, which is the power source of the community;Whether there is a mutually beneficial and symbiotic relationship is the core process of the community;Whether there are norms understood jointly is the continuous guarantee of the community. "Governance community" means that the subjects of multiple co governance are organized in the form of community members, activate the internal power with community ties,optimize the governance structure with community relations, and improve the governance system with community norms. Looking at the "power structure system" of grass-roots social governance from the community’s "link relationship norm", it can be seen that the current grass-roots social governance is a simple "common governance" relying on external thrust, simple cooperation and passive acceptance of the system, which urgently needs to be transformed into an "governance community" with endogenous power, in-depth cooperation and common understanding of the system.
