海疆学术资料馆是陈盛明在泉州创办的一所私立资料机构。该馆略仿南方资料馆,专门收集南洋、华侨有关的图书报刊,为读者提供学术资料的参考咨询等服务。陈氏创设资料馆既受到海疆学校影响,又有来自家庭熏陶和个人志趣的因素,还有部分机遇成分在内。资料馆的日常工作包括资料剪报、资料编研、图书阅览等,这些项目基本为免费或象征性收费服务。该馆仅存五年,但作为民国时期惟一的民间南洋图书情报机构,在保存历史文献、进行知识教育、提倡研究风气等方面自有其价值和意义。

The Coastal Academic Archive was a private resource institution founded by Chen Shengming in Quanzhou.The archive was slightly modeled after the Southern Library,specializing in collecting books and newspapers related to the Southeast Asia and overseas Chinese,and providing readers with reference and consultation services for academic materials.Chen's creation of the archive was influenced by the Coastal School,but also by his family and personal interests,and partly by chance.The archive served its users with newspaper clippings,research materials,and books,which were basically free of charge or at a nominal fee.The archive only existed for five years,but as the only private Southeast Asia archive and information institution in the Republic of China period(1912-1949),it has its own value and significance in preserving historical documents,providing education,and cultivating a research atmosphere.
