近代以来,阜阳在皖北地区商业发展尚称繁荣,但银行业的发展极为艰难,不仅起步晚、数量少、种类单一,且对外依赖性强,影响力有限,处于安徽金融的末端地位,与长三角地区的经济联系也逐渐减弱。直到1948年8月,在中国共产党的带领下,阜阳的银行业才得到快速发展。民国时期,自然灾害、兵匪灾祸固然是造成阜阳银行业发展缓慢的诱因,但国民政府的金融决策及举措,才是阜阳银行业发展困难的根源所在。
