制度和过程视角下的城市社区业主委员会成立困境研究

A Study on the Dilemma of Establishing Owners' Committees in Urban Communities from Institutional and Process Perspectives

社会治理共同体的建构要求我们日益注重社区治理中自治主体的培育问题。当前,部分城市社区业主委员会成立比例相对较低,本文从制度因素和过程视角探讨业主委员会成立的困境问题。研究发现,业主委员会成立虽然也受市场和社会一定程度的影响,但更为重要的因素是地方政府的制度导向。为此,加强培育自治主体,提升社区自治力量,需要地方政府在价值理念上认同自治主体的重要性,在制度体系上改进培育路径,在组织力量上加以扶持。

The construction of social governance community requires us to pay increasing attention to the issue of cultivating autonomous subjects in community governance. At present, the proportion of owners’ committees established in some urban communities is relatively low. This paper explores the dilemma of owners’ committee establishment from the perspective of institutional factors and processes. It is found that although the establishment of owners’ committees is also influenced to some extent by the market and society, a more important factor is the institutional orientation of the local government. For this reason, to strengthen the cultivation of autonomous subjects and enhance the power of community selfgovernance, local governments need to recognize the importance of autonomous subjects in terms of values and concepts, improve the cultivation path in terms of institutional system, and support them in terms of organizational strength.
