社区警务协同治理的理论依据、现实困境与路径优化

Theoretical Basis,Practical Dilemma and Path Optimization of Community Policing Collaborative Governance

社区警务是社会治理的重要组成部分,是关系社会稳定的基础工程。协同治理理论的提出有助于摆脱治理理论中的集体行动责任困境,因而在公共管理领域具有较强的解释力。协同治理与社区警务具有内在的契合性,表现在二者都以公共利益最大化为价值诉求,在主体的协同共治上具有内在统一性,协同治理中的社区自治与社区警务中公民精神的培育具有一致性。社区警务在社会治理现代化进程中发挥着重要作用,但在现代化转型过程中还存在理念不强、机制不全和信息保障不足等问题。为有效提升社区警务协同治理的效能,应进一步强化协同治理的理念,完善参与激励和评价监督机制,促进社区治安信息平台的整合。

Community policing is an important part of social governance and a basic project related to social stability.The proposal of collaborative governance theory helps to get rid of the dilemma of collective action responsibility in governance theory,so it has strong explanatory power in the field of public management.Collaborative governance and community policing have inherent consistency,which is reflected in the fact that both of them take the maximization of public interests as their value demands and have inherent unity in the collaborative co governance of subjects.Community autonomy in collaborative governance is consistent with the cultivation of civic spirit in community policing.Community policing plays an important role in the process of social governance modernization,but there are still some problems in the process of modernization transformation,such as weak ideas,incomplete mechanisms,and insufficient information security.In order to effectively improve the efficiency of community policing collaborative governance,we should further strengthen the concept of collaborative governance,improve the participation incentive and evaluation and supervision mechanism,and promote the integration of community security information platform.
