摘要
为探索军民融合创新发展的影响要素,选取12个省市及241家军民融合企业,以专利和软件著作权对军民融合企业的创新水平进行量化,采用引力模型构建空间权重矩阵,通过传统回归和3种空间计量模型实证分析影响军民融合创新发展的因素。研究发现,军民融合企业地理上呈现集中分布,但创新水平却呈现分散性,平台建设、基金投入和企业数量增长均会促进地区军民融合的创新发展,地区之间军民融合项目建设存在“左顾右盼”的现象。因此,研究建议,提高企业的创新集聚水平;从顶层设计对各省的军民融合建设进行优化;保持现有的企业准入门槛限制,帮扶企业跨过门槛,适应市场需求,提升军民融合企业数量。
In order to explore the factors influencing the development of military-civilian integration innovation,12 provinces and 241 military-civilian integration enterprises were selected to quantify the innovation level of military-civilian integration enterprises with patents and software copyrights.The gravity weight model is used to construct the spatial weight matrix,and the traditional regression and three spatial econometric models are used to empirically analyze the factors that affect the development of military-civilian integration innovation.The study found that the military-civilian integration enterprises are geographically distributed,but the level of innovation is decentralized.Platform construction,fund investment and the growth of the number of enterprises will promote the innovative development of regional military-civilian integration.There is a phenomenon of"glance right and left"in the construction of militarycivilian integration projects between regions.Therefore,the research suggests to improve the level of enterprise innovation concentration;Optimize the construction of military-civilian integration in each province from the top design;Maintain the existing restrictions on entry barriers for enterprises,help enterprises to cross the threshold,adapt to market demands,and increase the number of military-civilian integration enterprises.
