兴边富民行动“十三五”规划实施情况调研报告——以广西壮族自治区8个边境县域为例

兴边富民行动持续推进。“十三五”期间,兴边富民行动面临更加复杂多变的经济形势,在这种情形下,实际效果如何,存在哪些困难,如何提升效果,是值得关切的问题。文章以广西壮族自治区8个边境县域为对象,调查分析兴边富民行动的实施效果。调研发现,“十三五”时期,边境地区基础设施更加完善,居民收入稳步提高,民生保障更加稳固,特色产业发展明显,开放水平扩大,生态环境持续优良。存在的主要问题是:经济发展存在差距,基础设施相对落后,公共服务存在短板。基于这些问题,在今后的兴边富民行动中要加强协调,分类指导,继续加强基础设施建设和公共服务能力建设,制定更加合理的政策,从科技创新、特色产业、文化发展等方面推动边境地区发展。

We continued to advance in the campaign to invigorate border areas and enrich the people.During the 13th Five-year Plan period, the campaign to revitalize border areas and enrich the people faces a more complex and volatile economic situation. Under such circumstances, the actual effect, what difficulties and how to improve the effect are all issues worthy of concern.This research report takes 8 border counties in Guangxi to investigate and analyze the implementation effect of the action of revitalizing border areas and enriching the people.The survey found that during the13th Five-year Plan period, infrastructure in border areas was improved, residents’ income steadily increased, people’s livelihood was more stable, characteristic industries developed significantly, the level of opening up expanded, and the ecological environment continued to improve.The main problems are: there are gaps in economic development, relatively backward infrastructure, and shortcomings in public services.Based on these problems, in the future actions to revitalize the border areas and enrich the people, we should strengthen coordination, give classified guidance, continue to strengthen infrastructure construction and public service capacity building, formulate more reasonable policies, and promote the development of border areas in terms of scientific and technological innovation, characteristic industries and cultural development.
