青岛城市轨道交通工程全过程质量监管探索与实践

Exploration and Practice of Quality Supervision in the Whole Process of Qingdao Urban Rail Transit Project

基于相关法律法规、规范及地方相关规定,结合历年监督工作总结,论文对轨道交通工程在全过程质量监管方面进行了探索和实践。按照施工阶段进行划分,建立标准化管控体系,梳理出控制要点,完善三阶段验收体系。发挥样板验收作用,推进关键工序(部位)质量追溯管理,进一步明确建设单位质量首要责任,落实参建各方质量管理职责,规范质量管理行为,促进标准化规范化管理。

Based on the relevant laws,regulations,norms and local regulations,and combined with the summary of multi-year supervision works,this study explores and practices from the perspective of the whole-process quality supervision of urban rail transit projects.A standardized control system is established according to the division of construction stages.Meanwhile,the control points are sorted out,and the three-stage acceptance system is improved.It is important to give full play to the role of model acceptance and promote the quality traceability management of key processes(parts).The primary responsibility for the quality of the constructing unit should be further clarified.The quality management responsibilities of all parties involved in the construction should be implemented.The quality management behavior should be standardized and promote the institutionalized management.
