摘要
共有产权房作为政府保障性住房,以全装修标准交付业主。尽管开发商在建设阶段严格控制施工质量,但是在房屋集中交付后的维保期间,仍然可能出现因业主报修房屋质量问题数量上升而导致维保工作质量下降的现象,不但降低了业主的入住热情和幸福感,也影响了开发商的社会形象。论文以某共有产权房项目为例,开发商主动“向下补位、向前一步”,实施维保集中管理,成立集中维保小组,确定组织架构,通过工作分解结构法,试行“楼长负责制”,督办维保工作的进度和结果;通过流程图法,梳理维保集中管理工作流程,明确各流程主责单位,做到“接诉即修,未诉先修”;协助物业单位建立业主报修派工单制度,建立派工单台账,记录维保全过程。通过对共有产权房维保集中管理的实践探索,提升了业主的入住热情和幸福感,维护了开发商的社会形象,为共有产权房维保管理提供理论依据和实践指导。
Shared property housing is a form of affordable housing offered by the government,which is delivered to owners according to the interior space standards of a“basic move-in ready”settlement.Although developers have strictly controlled the construction quality in the construction stage,the quality of maintenance work may still decline due to the increase in the number of house quality problems reported by owners during the maintenance period after the centralized delivery of housing units,which not only reduces the owner’s enthusiasm for new homes and their sense of happiness,but also affects the social image of developers.This paper takes a shared property housing project as an example,in which the developer takes the initiative to"make a downward substitution and take a step forward",implements centralized maintenance management,sets up centralized maintenance team,determines the organizational structure,adopts the work breakdown structure method,and pilots a system wherein the building manager shall assume overall responsibility,so as to supervise the progress and results of maintenance work.Using the flow chart method,the centralized maintenance management workflow is sorted out,and the main unit in charge of each process is clarified,ensuring"repair upon request,or even repair before request".Assistance is also given to the property management unit with establishing a system to dispatch repair orders on owners’reports and set up a work order ledger to record the full maintenance process.Through the practice and exploration of the centralized maintenance management of the shared property housing,this case study has proved able to enhance the owner’s enthusiasm and sense of happiness as well as maintain the social image of the developer.As such,it can offer reliable theoretical bases and practical guidance for the maintenance and management of shared property housing.
