基于公共服务均等化目标下教育资源分配分析——以2019年安徽省统计数据为例

Analysis of Educational Resources Allocation Based on the Goal of Equalization of Public Services--Taking the Statistics of Anhui Province in 2019 as an Example

教育资源配置的效率水平对于推进公共服务均等化发展具有重要的意义。教育事业虽备受重视,但其存在的问题同样饱受争议,教育资源分配的公平与否一直也是人们关注的焦点。因此,通过对当前各地区教育资源的供给效率进行评估,有助于优化我国教育资源的合理配置。采用数据包络分析(DEA)模型,从“投入—产出”的角度出发,分析我国安徽省各地区16个地级市公共服务教育资源配置效率,结果发现,仅有5个地级市在2019年度实现了DEA相对有效,针对剩余11个城市的不足和缺陷,从政府主导方面出发,提出相应的改进措施,以促进基本教育均等化效率的提升。

It is of great significance to explore the efficiency level of educational resource allocation for promoting the equalization development of public services.Education is highly valued,but its problems are also controversial.The fair distribution of educational resources has always been the focus of attention.Therefore,by evaluating the supply efficiency of educational resources in various regions,it can help to optimize the reasonable allocation of educational resources in our country.The data envelopment analysis(DEA)model is used to analyze the allocation efficiency of public service education resources in 16 prefecture-level cities in Anhui Province from the perspective of"input-output".The results show that only 5 prefecture-level cities achieved relatively effective DEA in 2019.In view of the deficiencies and defects of the remaining 11 cities,corresponding improvement measures are put forward from the two aspects of government leadership,so as to promote the efficiency of basic education equalization.
