Practice and Application of“Five Regression”Traceability Analysis in HSE Management System Audit of Petroleum Engineering Enterprises

介绍了“五个回归”溯源分析的概念、流程、内容和方式,以某石油工程企业体系审核中的具体不符合项为例,从职责、制度、能力、资源、考核5个方面逐级追溯不符合产生的原因,提出针对性的纠正预防措施,并结合实践提出了开展“五个回归”溯源分析的认识和建议。实践证明,“五个回归”溯源分析能够有效提升HSE管理体系内部审核的深度和广度,厘清不符合的责任归属和PDCA薄弱环节,促进HSE管理体系不断改进、提升和完善。

This paper introduces the concept,process,content and method of the“five regressions”traceability analysis.Taking the specific nonconformities in the system audit of a petroleum engineering enterprise as an example,it traced the causes of nonconformities level by level from five aspects of responsibility,system,ability,resources and assessment,and put forward targeted corrective and preventive measures.It also put forward the understanding and suggestions of carrying out the“five regressions”traceability analysis in combination with practice.Practice has proved that the“five regressions”traceability analysis could effectively improve the depth and breadth of the internal audit of the HSE management system,clarify the responsibility attribution of nonconformities and PDCA weaknesses,and promote the continuous improvement,enhancement and perfection of the HSE management system.
