摘要
以油品销售企业为研究对象,基于2018—2020年HSE大检查中承包商安全监管的实际数据,总结了油品销售企业存在的承包商基础管理不扎实、施工过程未实现精细化管理、作业现场安全监管力度不够等3方面的问题,给出了强化承包商安全生产主体责任、提升建设单位安全监管能力、加强施工现场信息化建设等3个方面的解决方案,以期为油品销售企业强化承包商安全监管提供借鉴和参考。
Safety production is the foundation and guarantee for the high-quality development of an enterprise.At present,the safety supervision of contractors has become the pain point,difficulty and focus of the safety management of oil product sales enterprises.Based on the actual data of the HSE inspection from 2018 to 2020,this paper summarized and analyzed the current situation of contractor safety supervision in oil product sales enterprises,and put forward three solutions according to the existing problems,including strengthening the main responsibility of contractor safety production,improving the safety supervision ability of the construction unit,and strengthening the construction site information construction.It is expected to provide reference for subsequent oil sales enterprises to strengthen the safety supervision of contractors.
