Legal Control of Wild Boar Overflow

目前野猪泛滥导致我国多地出现了严重的人猪冲突,因现行野生动物保护制度存在无法有效防治野猪侵害、无法及时足额补偿农民两方面问题,导致人猪冲突治理没有达到预期效果。故此,应当扩大猎区,完善民用枪支申请管理制度,防治野猪侵害;同时完善《野生动物保护法》、各地方补偿办法、野生动物致害赔偿保险制度,及时足额补偿农民,使农民合法权益得到保障和野猪资源保护在共存和相容的基础上达到合理优化的状态。

At present the wild boar flooding has led to serious conflicts between human beings and wild boars in many places in China. The current wildlife protection system has failed to achieve the desired governance effect due to the two reasons such as ineffective prevention and control of wild boar invasion and untimely and insufficient compensation for farmers. Hence it is a must to expand hunting areas and improve the application management system for civilian guns to prevent wild boar encroachment. At the same time, there is need to improve The Wildlife Protection Law, local compensation methods and the compensation insurance system for damage caused by wild animals so that farmers might obtain sufficient and timely compensation and ultimately insure the protection of farmers’ legitimate rights and interests and the protection of wild boar resources in order to achieve a reasonable optimization on the basis of coexistence and compatibility.
