To push forward the high-quality development of procuratorial guarantee is not only the necessity of the 14 th five-year plan with regards to the high-quality development, but also the material conditions for procuratorial organs to realize their own development. The high-quality development of procuratorial guarantee consists of strengthening material security and perfect management mechanism and building talent team.Constitution of the People’s Republic of China, the relevant laws and regulations inside the Communist Party and various documents issued by the Party and government departments such as the Supreme People’s Procuratorate are the policy basis for the high-quality development of procuratorial guarantee.The evaluation index-system for the high-quality development of procuratorial security are supposed to be constructed from multiple dimensions such as the financial security system, the standard system of scientific and technological equipments, the standard principle of infrastructure construction and the financial and property supervision and management system.
