摘要 雾天能见度较低,无法准确评估周围情况,一旦能见度低,且没有降低航速,可能发生碰撞,包括船只碰撞或者触礁搁浅等,制定能见度的海上安全航行措施,是保证营运安全的关键。现阶段,我国沿海地区极端天气频繁,大雾天气无法捉摸,船舶经常在雾中航行,加之船舶的规模不断扩大,引航变得更加困难,尤其是在狭窄的航道,我国发生船舶大雾天气安全事件的报告较多,这也为船舶安全性航行提出较高的要求。对此,在雾天航行过程中,应当认识到航行的危险因素,并掌握风险的发生原因,提出相关的控制措施,积极应用现代化航海技术,保证船舶的航行安全。 Due to low visibility in foggy days,it is impossible to accurately assess the surrounding situation.Once the visibility is low and the speed is not reduced,collisions may occur,including collision of vessels or grounding on reefs,etc.It is the key to ensure the safety of operation to formulate measures for safe navigation at sea with visibility.At this stage,extreme weather is frequent in China’s coastal areas,and heavy fog weather is unpredictable.Ships often navigate in fog.In addition,the scale of ships continues to expand,which makes pilotage more difficult.Especially in narrow channels,there are more reports of foggy weather safety incidents on ships in China,which also puts forward higher requirements for safe navigation of ships.In this regard,in the process of navigation in foggy days,we should recognize the dangerous factors of navigation,grasp the causes of risks,propose relevant control measures,and actively apply modern navigation technology to ensure the navigation safety of ships.
