摘要
广东省储备水权是实施水权交易的重要抓手,广东省已在2017年完成了水权交易试点的相关工作,但在实施过程中,仍存在水权交易市场不活跃和机制不完善的问题。该文讨论了储备水权提出的背景及其作用,并提出了储备水权的收储机制和竞争性配置方式,为广东省开展水权交易工作提供了思路方向。
The reserve water rights in Guangdong Province is an important starting point for the implementation of water rights trading.Guangdong Province has completed the relevant work of the water rights trading pilot in 2017,but in the process of implementation,there are still problems of inactive water rights trading market and imperfect mechanism.This paper discusses the background and function of water reserve rights,and proposes the purchasing and storage mechanism and competitive allocation method of reserve water rights,which provides ideas for Guangdong Province to carry out water rights trading.
