房地一体农村不动产登记发证是全国范围内开展的为民服务重大项目。农村宅基地数量大、百姓诉求多、确权政策不统一、历史档案不完整、农村权籍调查基础薄弱、登记资料参差不齐、信息化程度低、权源多样化等问题,直接影响着登记发证工作的效率和质量。受网络和信息保密安全的限制,权籍调查系统、不动产登记发证系统相对独立,整个作业过程关联性不够,作业效率和质量较低。笔者通过参与此类工程,针对不同系统间关联性不强、重复录入、生产环节信息化程度低的问题,研发房地一体不动产登记辅助生产软件,极大地提高农村不动产登记受理、审核、登簿、打证的准确性和效率。

Real estate registration and issuance of real estate in rural areas is a major nationwide service project for the people.The large number of rural homesteads,many people’s demands,inconsistent rights confirmation policies,incomplete historical archives,weak rural rights investigation foundation,uneven registration information,low level of informatization,and diversified rights sources directly affect registration.The efficiency and quality of the certification work.Restricted by the network and the security of information confidentiality,the ownership investigation system and the real estate registration and issuance system are relatively independent,and the entire operation process is not related enough,and the operation efficiency and quality are low.By participating in this type of project,the author has developed real estate registration auxiliary production software for real estate integration in response to the problems of weak correlation between different systems,repeated entry,and low level of informatization in the production process,which greatly improves the acceptance,review,and registration of rural real estate registration,accuracy and efficiency of verification.
