市区镇三级统建的国土空间基础信息平台建设方案研究与应用

Research and Application of Land and Space Basic Information Platform Based on Municipality,District and Town

立足国家、部、省要求,为满足自然资源和规划管理需求,拓展市级基础库建设及政府部门共享,提升公共地理信息服务水平,常州市自2019年~2021年分期推进国土空间基础信息平台建设,旨在建设集数据资源管理、全空间业务应用支撑、共享交换、运维管理于一体的基础性平台。本文主要阐述平台市、区、镇三级应用体系的建设思路,并重点介绍通过集成开发、共享交互、系统定制等多种方式形成丰富的业务专题应用,充分发挥国土空间基础信息平台作为数据支撑、技术支撑和业务支撑的统一基础性平台作用,全面支撑自然资源调查监测评价、自然资源监管决策、“互联网+自然资源政务服务”三大应用服务体系。

In order to improve the management of natural resources and planning,Changzhou Land and Space Basic Information Platform was built from 2019 to 2021 based on the policies from nation,ministry,province.Which strengthens the urban basic database construction and provide high-quality service for government department and the public.The platform is a comprehensive and basic system which performs functions including data management,geographic application,sharing and exchanging,operation and maintenance.The paper introduces the service methods of platform for municipality,district and town.It provides lots of professional applications by integrated coding,sharing interface,customization.Which takes important part in natural resources survey and monitoring,natural resources regulator and decision,government service online.
