基层社会矛盾纠纷多元化解机制的新探索——以湖北省麻城市景启调解站为视角

创新基层社会矛盾纠纷化解机制是实现基层现代化治理的现实要求和必要手段,现有的基层社会矛盾纠纷化解模式存在理论支持不足、制度体系有短板、保障机制乏力等突出问题。湖北省麻城市公安局景启调解站基于现实社会治理需求和地域特色,立足社会转型期的矛盾纠纷特点,锚定基层社会治理现代化总目标和具体要求,坚持将基层社会矛盾纠纷治理时代性、本土性和创造性相结合,建立了以预防为导向、以疏通为重点、以调解为中心、以保障为基础的协同机制,优化了治理理念、治理方式和治理手段,形成了多层次、多维度、多元化解矛盾纠纷新模式,其经验和不足均值得总结研究。基层社会矛盾纠纷化解要进一步优化治理理念、治理方式、治理手段,不断推进多元化解机制的发展和完善。

Jingqi Mediation Station of Longchiqiao Street of Mageng Public Security Bureau, based on effective governance and regional characteristics, social transformation and time change, and in accordance with the general goal and specific requirements of modernization of grassroots social governance, adheres to the combination of The Times, creativity and local nature in the management of social contradictions and disputes at grassroots level.
