打造校地智库联盟:新型教育智库建设的新路径

地方新型教育智库主要是由教科院(所)转型而来,因其了解区域教育发展实态,与政府联系密切,建设新型教育智库有其优势,但也有人才资源薄弱,视野不够开阔,研究能力不强等劣势;地方综合性高校学科门类全、学术人才集中,建设新型教育智库优势明显,但对属地教育发展实际了解不够,疏于与地方政府沟通,很难对地方教育发展贡献智慧。二者自身的劣势,恰是对方的优势,这就有了合作的必要性,且高校有责任、有义务助力地方教育智库建设,二者联合作战,取长补短,打造新型教育智库共同体——校地智库联盟,能够产生1+1>2的期望效应和实际效能。这是我国新型教育智库建设的新路径新探索。观念的更新,机制体制的重构、人才的选用、政策和经费保障等,是探索取得成功之关键所在。

New pattern local educational think tanks are mainly transformed from institutes of educational science,which have advantages in constructing think tanks,however,they also have disadvantages such as weak human resources,narrow vision and weak research ability.Local universities have obvious advantages in constructing new pattern local educational think tanks,but they do not know enough about the actual development of education in their local regions and are negligent in communicating with local government,which make them difficult to contribute their wisdom to local education development.The advantages and disadvantages of local institutes and universities are mutual,which makes it necessary to cooperate.Therefore,local institutes and of universities can work together,with each other’s advantages,so as to construct university-locality think tank alliance,which can produce the effect of“1+1>2”.The renewal of concepts,the reconstruction of cooperation mechanism and system,the selection of talents,policy and financial guarantee are the keys to the success of the exploration.
