摘要 应急救援基地选址是应急体系决策的重要环节,是减轻事故影响、提高突发事件应急效率的重要保障。以城市轨道交通路网应急救援整体最优为目标,聚焦分级基地选址及其管辖区域划分整体最优化问题,建立双层规划模型,上层规划以应急救援基地覆盖度最高、路网失效损失最小和整体时间最短为目标,下层规划以服务距离最短、对客流影响最小为目标。以北京地铁线网为例,模型规划方案通过优化各级应急救援点位置,在线网全覆盖情况下,有效降低建设成本和应急救援时间,有助于降低事故负面影响。 As an important part of emergency system decision-making, the location selection of emergency rescue centers is a significant guarantee for reducing the impact of accidents and improving emergency response efficiency. In this paper, a two-level planning model focusing on the overall optimization problem of hierarchical base site selection and division of jurisdictional areas was established with the overall optimal goal of emergency rescue of urban rail transit network. The upper-level planning aims at the maximum coverage of the urban rail network by the emergency rescue base, and the minimum loss of the urban rail network failure, especially the shortest overall time from the base to each station. While the lower-level planning aims at the shortest service distance and the minimum impact on passenger flow. Through the verification of the Beijing subway line network, by optimizing the location of emergency rescue points at all levels, the model planning scheme effectively reduces the construction cost and time consumption of emergency rescues and helps to reduce the negative impact of accidents.
