Agile Governance of Data:Value Remodeling and Framework Construction

数据业已成为国家治理能力和治理体系现代化的重要战略资源。当前我国数据治理体系尚未健全,治理模式线性单一,治理效能不彰。近年来软件工程领域兴起的敏捷方法,以动态高效、回应性强等特点在业内获得成功,为解决当前数据治理难题提供了理论依据和经验借鉴。因此,从数据治理的内涵特征、价值目标和发展趋势等维度出发,探讨敏捷方法对数据治理的理论和实践意义,构建数据敏捷治理的理论分析框架,可以为更好地实现数据治理提供理论基础和政策指引。

Data has become an important strategic resource for the modernization of national governance capacity and governance system.China’s data governance system is not perfect and the governance model is linear and single,which renders the governance efficiency not obvious.In recent years,agile methods,which have sprung up in software engineering,have gained success due to its dynamic efficiency and strong responsiveness,thus providing theoretical basis and experience reference for solving the current data governance problems.Therefore,a probe,starting from the connotation characteristics,value objectives and development trends of data governance,into the theoretical and practical significance of agile methods to data governance with an aim to construct the theoretical analysis framework of data agile governance,this paper finds,can provide theoretical basis and policy guidance for better realization of data governance.
