治“摊”还是治“贩”:城市地摊治理之辨

城市地摊治理长期低效需要进行理论反思,包括治理的前提、治理的出发点等问题。城市地摊的治理应回归其空间治理的本质,即作为“摊”的小空间和城市大空间之间发生的种种对立,从而可以回答治“摊”还是治“贩”的逻辑问题。其启发在于确立了如何通过治“摊”,促使摊贩养成惯习和遵从规范,从而实现长期治理预期的总体原则。“摊”的治理作为城市基层治理的重要内容,应以构建多元共治和开放共享的智慧治理体系为目标。基于此,一种基于空间治理思想的“线上约摊”治理机制将是城市基层空间治理体系的重要创新。
