摘要
文章根据天津基本公共文化服务供给与需求,通过田野调查了解天津文化惠民卡项目运营情况,访谈申领公益卡的用户群体,探讨该项目为实现基本公共文化服务均等化和国有文艺院团转型提供的新途径,分析以文化惠民卡为代表的中介为供给侧和需求侧搭建的沟通通路,并就面向弱势群体的公共文化服务提出建议。
This paper makes an investigation into the supply and demand of basic public cultural services in Tianjin City,with a focus on Tianjin Cultural Welfare Card Project.Through field research and in-depth interviews with users,it makes clear the operation of Tianjin Cultural Welfare Card Project,users’responses and commentaries,social influences,etc.It points out that Tianjin Cultural Welfare Card Project has presented a new way of the development of cultural undertakings as well as the transformation of state-owned literary and artistic troupes,and it could act as another channel between supply side and demand side.In the end,it puts forward suggestions on the improvement of public cultural services for vulnerable groups.
