协同创新视阈下的国家高新区区域创新体系建设研究——以杭州高新区为例

Research on the Construction of Regional Innovation System in National High-Tech Zones from the Perspective of Collaborative Innovation——Taking Hangzhou High-Tech Zone as an Example

构建高效完善的区域创新体系,对国家高新区提升创新能力和促进跨越式发展具有重要作用。本研究基于协同创新原理,探讨国家高新区区域创新体系的内涵及运行机制,分析国家高新区区域创新体系建设的基本特征,并以杭州高新区为例系统分析国家高新区区域创新体系建设的实践与经验,提出国家高新区区域创新体系建设路径,即:构建主体功能突出的创新平台体系;打造一流创新人才生态体系;形成市场应用导向的创新成果转化体系;构建科技创新要素保障体系;推动形成科技创新全方位服务体系;形成科创资源协同的开放创新体系。

Building an efficient and complete regional innovation system plays an important role in enhancing innovation capabilities and promoting leapfrog development of national high-tech zones. Based on the principle of collaborative innovation, this research explores the connotation and operation mechanism of the regional innovation system in the national high-tech zone, and analyzes the basic characteristics of the construction of the regional innovation system in the national high-tech zone. Taking Hangzhou high-tech zone as an example, this paper systematically analyzes the practice and experience of the construction of the regional innovation system of the national high-tech zone and proposes the construction path of the regional innovation system of the national high-tech zone, that is, build an innovation platform system with prominent main functions;create a first-class innovative talent ecosystem;form a market application-oriented innovation achievement transformation system;build a guarantee system for technological innovation elements;promote the formation of a comprehensive service system for scientific and technological innovation;form an open innovation system with scientific and technological innovation resources.
