金融精准支持微弱经济发展的策略研究

近三次经济普查结果显示,微弱经济体我国国民经济中所占的比重逐年提升。微弱经济作为国民经济的基石,同时也是就业的“容纳器”和供应链的“齿轮”,是我国推进共同富裕战略的主要着力点,也是实施普惠金融的主要服务群体。近年来微弱经济融资难、融资贵问题虽有所缓解,但并未从根本上得以解决。究其原因,在于我国一直以来并未准确认识微弱经济的本质,并在长期政策上出现了偏差。论文通过对比分析,甄别了中小企业与微弱经济的本质区别,指出微弱经济的本质是家庭经济,其实际决策者为主要家庭成员,决策目标是家庭福祉的最大化,且为现代金融体系所排斥。论文通过重新解读微弱经济,提出了金融精准支持微弱经济发展的政策建议。

The results of the last three economic censuses show that the proportion of weak economy in China’s national economy has increased year by year. As the cornerstone of the national economy, the weak economy is also the "container" of employment and the "gear" of the supply chain. It is the main focus of China’s strategy of promoting common prosperity, and it is also the main service group for the implementation of inclusive finance. In recent years, the problem of difficulty in financing and expensive financing in the weak economy has been alleviated, but it has not been fundamentally solved. The reason is that China has not accurately understood the nature of the weak economy, and there has been a deviation in long-term policies. Through comparative analysis, the paper distinguishes the essential difference between small and medium-sized enterprises and weak economy, and points out that the essence of weak economy is family economy, its actual decision-makers are main family members, and the decision-making goal is the maximization of family well-being, which is excluded by the modern financial system. By reinterpreting the weak economy, the paper puts forward policy suggestions for finance to accurately support the weak economic development.
