面向重大突发疫情的应急医药物资筹措路径研究--以新冠疫情为例

Research on the Path of Emergency Medical Supplies for Major Emergencies--Taking the COVID-19 as an Example

新冠肺炎疫情爆发使得应急医药物资保障继“非典”、禽流感、甲型H1N1流感之后再次成为人们关注的焦点,而面向重大突发疫情的医药物资紧急筹措效率则是防疫抗议医药物资保障的关键,如今疫情防控已进入常态化阶段。以新冠疫情物资筹措为例,对当前疫情防控物资筹措存在的问题进行了分析,以提高应急医药物资筹措效率为目标,提出了多渠道筹措物资、分阶段分确立筹措重点、建立应急医药物资筹措动态统筹机制、建立物资筹措补偿激励机制、建立国家应急物资采购平台等具体建议,为重大突发疫情的快速物资筹措提供了可参考的路径。

The outbreak of COVID-19 has made emergency medical supplies the focus of attention after SARS,bird flu,and H1N1 influenza,and the efficiency of emergency financing of medical supplies for major emergencies is the key to the security of anti-epidemic protests.Now the epidemic prevention and control has entered the normalization stage.Taking the financing of new crown epidemic materials as an example,this paper analyzes the problems existing in the financing of current epidemic prevention and control materials.With the goal of improving the efficiency of emergency medical materials financing,it proposes to raise materials through multiple channels,establish financing priorities in stages,and establish emergency medical materials.Specific suggestions such as the dynamic coordination mechanism for financing,the establishment of a compensation incentive mechanism for material financing,and the establishment of a national emergency material procurement platform provide a reference path for rapid material financing for major emergencies.
