Four Dimensions:A Survey of National Mobilization from the Perspective of Teleology

国家动员是国家治理的一种重要手段,在中国现代化进程中发挥了不可替代的作用。国家动员的主要目的包括推动经济发展、促进政治清明、应对重大突发事件与维护国防安全。依据西方国家干预理论及马克思主义国家计划替代市场思想,其对推动经济发展的积极作用表现为优化资源配置、调动社会成员参与生产活动的积极性。依据西方国家权力理论及马克思主义国家理论,其对促进政治清明的积极作用表现为促进社会成员政治道德素养提升、民主法治进步与反腐倡廉深化。依据西方社会风险思想及马克思主义社会风险思想,其对应对重大突发事件的积极作用表现为快速整合资源、稳定民众情绪。依据西方国家安全理论及马克思主义国家安全思想,其对维护国防安全的积极作用表现为提供充足的后勤资源与人才储备。在未来研究中,需进一步厘清不同情境下国家动员的运行机制及影响运行效果的因素,推动其不断发展完善。

National mobilization is an important means of national governance and plays an irreplaceable role in China's modernization.The main purposes of national mobilization include boosting economic development,promoting political clarity,coping with major emergencies and safeguarding national defense and security.From the perspectives of the western state intervention theory and Marxist thought of“national plan replacing the market”,its positive effect is mainly reflected in optimizing the allocation of resources and arousing the enthusiasm of community members to participate in production activities.According to the western theory of state power and the Marxist Theory of the State,its positive effect is mainly reflected in promoting the improvement of political and moral literacy of social members,the progress of democracy and the rule of law,and the deepening of anti-corruption.According to the western social risk thought and Marxist Social Risk Thought,its positive effect is mainly reflected in the rapid integration of resources and stabilization of public sentiment.From the perspectives of the western national security theory and Marxist National Security Thought,its positive effect is mainly reflected in providing sufficient logistics resources and talent reserve.The future research is supposed to further clarify the operating mechanism and restricting factors of national mobilization in different situations,so as to promote its rational use and development.
