地理标志赋能云南乡村振兴策略研究

Study on Rural Revitalization Strategy in Yunnan Province Empowered by Geographical Indications

地理标志作为重要的知识产权,是质量与品牌的保障,承载着特定区域的公共利益,是促进区域特色经济发展的重要渠道及抓手,更是实施乡村振兴战略的有力支撑。云南自然资源和人文资源丰富,蕴藏着丰富的地理标志资源,地理标志工作取得了长足的发展。但是,与丰富的资源相比,还存在优质资源挖掘不充分、质量标准偏低、保护体系不完善、地理标志滥用等问题,与建设云南绿色经济强省及乡村振兴的要求还有一定差距。针对目前发展现状及存在的问题,提出进一步挖掘优质资源,拓展地理标志品类,健全标准体系,提升地理标志产品质量,提高侵权损害赔偿力度,改善地理标志保护环境,协调职能部门管理,提升地理标志管理效能,促进地方经济发展,赋能云南乡村振兴。

Geographical indication,being a sort of important intellectual property rights,is the guarantee of quality and brand in that they carry the public interests of specific regions.Geographical indications are not only important channels and starting points to promote the development of regional characteristic economy,but also a strong support for the implementation of rural revitalization strategy.Yunnan province,rich in both natural and human resources and geographical indication resources,has made great progress in the work of geographical indication.However,considering its advantages in rich resources,problems can still be found in its relatively smaller number of geographical indication products,insufficient excavation of high-quality resources,lower quality standards,imperfect protection system,abuse of geographical indications and so forth,which creates a certain gap with the requirements of building Yunnan into a strong green economy province and its rural revitalization.In view of the current development status and existing problems,it is proposed to further tap high-quality resources,expand geographical indication categories,better the standard system for the quality development of geographical indication products,upgrade the compensation for infringement damage,improve the geographical indication protection environment,and improve the efficiency of geographical indication management by coordinating the administration of functional departments,thereby promoting the local economy and enabling the rural revitalization in Yunnan.
