摘要
高水平科研是地方本科院校内涵式发展的重要抓手,科学的评价体系则是激发科研创新能力的主引擎。当前,地方本科院校科研评价工作在评价目标确立、考核指标设置、评价标准设定上存在不足,难以调动学校教师科研积极性。内涵式发展视角下,地方本科院校实施科研分类评价,应着眼于提高人才培养质量、提升社会服务能力、激发科技创新活力,建立起以质量和实际贡献为导向的科研分类评价体系,才有利于促进高校科研健康、有序、可持续发展。
High level scientific research is an important grip for the connotative development of local undergraduate colleges, and a scientific evaluation system is the main engine to stimulate the innovative ability of scientific research. At present, the evaluation of scientific research in local undergraduate colleges is inadequate in terms of establishing evaluation objectives, setting assessment indicators and evaluating standards, which makes it difficult to mobilize teachers’ enthusiasm for scientific research. From the perspective of connotative development, the implementation of classified evaluation of scientific research in local undergraduate colleges should focus on improving the quality of talent cultivation, enhancing social service capacity and stimulating the vitality of scientific and technological innovation, and establishing a scientific research classification evaluation system oriented to quality and actual contribution, which is conducive to promoting the healthy, orderly and sustainable development of university scientific research.
