关于碳排放纳入环境影响评价思路探索

碳排放是引起气候变化、温室效应的重要因素,环境影响评价主要是对建设项目潜在的环境影响展开全面性分析、预测和评估,并提出科学合理的防控措施,并制定针对性的跟踪监测制度。因此,把碳排放纳入到环境影响评价中,是《环境影响评价法》贯彻执行的重要途径。本文主要对碳排放纳入环境影响评价的重要性、可行性进行分析,并重点探究了碳排放纳入环境影响评价体系中的过程、建议等,从而实现对碳排放的有效性控制和管理,进一步减少碳排放量,促进碳达峰、碳中和目标的实现。

Carbon emission is an important factor causing climate change and greenhouse effect.Environmental impact assessment is mainly about a comprehensive analysis,prediction and evaluation of the potential environmental impact of construction projects,and putforward scientific and reasonable prevention and control measures,and formulate targeted tracking and monitoring system.Therefore,incorporating carbon emissions into environmental impact assessment is an important way to implement the Law.This paper mainly analyzes the importance and feasibility of incorporating carbon emissions into the environmental impact assessment,and focuses on exploring the process and suggestions of incorporating carbon emissions into the environmental impact assessment system,so as to realize the effectiveness of the control and management of carbon emissions,so as to reduce carbon emissions,and promote the realization of carbon peak and carbon neutral goals.
